Business investment stalls as "fiscal cliff" looms

WASHINGTON (Reuters) - Business investment showed signs of stalling in September, an indication that worries over a possible sharp tightening in the federal budget are already weighing on the economy.

Other data on Thursday showed the number of Americans filing new claims for unemployment benefits fell last week, a fresh sign the labor market is slowly healing.

New orders for capital goods outside of defense and excluding aircraft -- a proxy for business spending plans -- was unchanged last month at $60.3 billion, Commerce Department data showed. Analysts polled by Reuters had expected a modest gain.

The reading highlighted concerns that companies are holding back investments due to fears the U.S. Congress could fail to avert sharp tax hikes and spending cuts in 2013, which threaten to send the country back into recession.

"The slowdown in business fixed investment during the second half of the year is even more pronounced than feared," said Harm Bandholz, an economist at UniCredit in New York.

Shipments of non-defense capital goods other than aircraft, which go into the government's estimates for economic growth, fell for the third straight month. As a result, JPMorgan lowered its estimate for third-quarter economic growth by two tenths of a point to a 1.6 percent annual rate.

The investment readings were part of a larger report that showed orders for long-lasting factory goods last month posted their biggest gain since January 2010. However, the rise was fueled by a spike in volatile aircraft orders and failed to make up ground lost in August.

Manufacturing has been a major driver of the recovery from America's 2007-09 recession, but now is beset by softer demand at home and abroad. The European debt crisis has suppressed orders at factories around the world, from China to the United States and Latin America.

ORDERS SOFT OUTSIDE OF TRANSPORTATION

The U.S. economy remains hobbled by a persistently high jobless rate. Incomes have stagnated and many families are awash in debts taken on during a housing bubble in the last decade.

Recently, however, the economy has shown a few positive signals, with the unemployment rate falling to 7.8 percent and retail sales picking up. Consumer spirits also have brightened.

Those signs of improvement appear to have done little to bolster President Barack Obama's bid for a second term, and there is only one more reading on U.S. unemployment before the November 6 election.

The Federal Reserve on Wednesday warned about the weakness in business investment, which has contrasted with brighter economic signals from household spending.

Even though businesses are ratcheting back spending plans, the factory sector still appears to be expanding slowly.

New orders for durable goods -- items like toasters and refrigerators that are meant to last three years or more -- rose a higher-than-expected 9.9 percent, partially reversing August's sharp loss.

Excluding transportation, orders rose a more modest 2 percent. Boeing received 143 orders in September, up from just one in August, according to information on the plane maker's website.

Separately, the Labor Department said initial claims for state unemployment benefits dropped 23,000 last week to a seasonally adjusted 369,000.

A Labor Department analyst said all states submitted data for the report and that there was nothing unusual in the raw data. The analyst said the data showed no signs of the factors that had appeared to generate sharp swings in the claims reading over the prior two weeks.

The four-week moving average for jobless claims, which smoothes out such volatility, rose 1,500 to a 368,000. Economists generally think a reading below 400,000 points to an increase in employment, with hiring likely outpacing layoffs.

The report gave investors a clearer picture that the labor market is slowly healing after the big fluctuations in the claims data earlier in the month.

U.S. stock prices rose, helped by a report that pointed to a pickup in Chinese factory output during the last three months of the year. Prices for U.S. government debt pared losses following the U.S. data.

A third report on Thursday showed contracts to buy previously owned U.S. homes rose far less than expected in September, although the data continued to point to an improving tone in the housing market.

The National Association of Realtors said its Pending Home Sales Index, based on contracts signed in September, gained 0.3 percent to 99.5.

DeBord Report : Standard & Poor's says that bankruptcy is no ...

Moody's, the investment rating agency, has just released some commentary on "speculative" credit in the local-government sector. This is credit that has been downgraded to non-investment-grade status. It's basically junk ? or, if you prefer, "high yield." The risk of default is higher, but the interest rate is also higher, making for a beefier return.

Moody's has been focusing for a while now on the worsening fiscal situation for the cities whose debt it rates, with special concentration on California. It recently placed a number of municipalities in the state on review. The agency says that there's a new factor it's watching carefully. From the report:

Some distressed governments have confronted the plethora of economic, financial, and managerial problems by choosing to discriminate among their outstanding obligations. Lack of willingness to pay debt service is emerging as a new theme in public finance. Although it?s not expected to become a widespread practice, even among speculative-grade issuers, there are several recent examples of this development.

The City of Stockton, CA has struggled for many years to control costs efficiently amid a severely weakened local economy, ineffective negotiations with its bargaining units, and management?s decision to take on the costs of dissolving its redevelopment agency. In June 2012, Stockton filed for Chapter 9 bankruptcy protection and adopted a budget that suspends payments on some lease and pension obligation bonds.?

Another big rating agency, Standard & Poor's, is also keeping an eye on cities in California. I recently talked with Gabriel Petek, an S&P credit analyst. He indicated that S&P is also reviewing the California cities in its ratings universe and echoed Moody's concern about the "lack of willingness to pay" matter.

But he also tackled the question of whether it makes sense for financially distressed cities to enter bankruptcy, as three California cities ? Stockton, San Bernardino, and Mammoth Lakes ? have this year. (More may be on the horizon: Atwater, near Stockton, has declared a fiscal emergency, and things don't look too good in Compton.)

"In a case where an entity is genuinely insolvent, there may not be a lot of options," he said. This is effectively what happened in San Bernardino, where unlike Stockton, there was no pre-bankruptcy mediation process, now mandated by state law. The fiscal crisis in San Bernardino was so dire that the city proceeded directly to Chapter 9.

But as far as Petek is concerned, that was an extreme case. "Bankruptcy should be avoided at all costs," he said. "Most bankruptcies seem to exceed long-run and near-term benefits."

Case in point? Vallejo, the Northern California city that declared bankruptcy in 2008 and emerged in 2011, racking up tens of million in bankruptcy costs along the way. The Vallejo experience led to AB 506, the mediation legislation that created the process that was first tried, but that ultimately failed, in Stockton. Vallejo's dire financial straits have been much analyzed, perhaps most prominently by Michael Lewis last year in Vanity Fair.

"Other parts of Bay Area are in recovery, but Vallejo is languishing," Petek said. "They haven't had access to capital markets. Older cities need to make investment in infrastructure, and the only way to do that is via access to capital markets. So cities that may be in Vallejo [and Stockton's] position should be forewarned. It will be a costly drawn-out process."

So if bankruptcy is a bad move for California cities under financial stress, does mediation, even though it failed in Stockton, represent a vaible option?

Not really.

"We haven't seen so far that it's functioned that way some policymakers had hoped for or envisioned," Petek said. "The problem starts with initial negotiations. Multi-year contracts with labor, ?securing compensation, don't enable management to deal with changing conditions."

These labor contracts have become a sticking point for numerous older, stressed-out California municipalities. Negotiated when city budgets were flush, they've become onerous since times have changed and revenue bases have collapsed due to the housing crisis and high unemployment cutting into sales taxes. Labor costs are gobbling up 80 percent of budgets, leaving city managers with extremely limited flexibility.

"Cities are service providers, but some are operating in an environment where you can't raise revenue due to Proposition 13, and some of these are cities that also locked in multi-year labor contracts," Petek said. "They removed the part of the budget they had discretion over."

Petek calls this "fiscal handcuffs." Because Proposition 13 prevents any latitude on raising property taxes and some city workers have been inflexible in renegotiating contracts, municipalities are staring down the difficult choice of declaring bankruptcy and ending up like Vallejo or muddling through and trying to slash everything but essential or non-negotiable services, degrading quality of life in their cities.

Petek doesn't let city managers off the hook, however. He said that many made decisions prior to the end of redevelopment and the loss of $6 billion painted cities into a corner. Redevelopment wasn't intended to plug budget gaps. But in San Bernardino, redevelopment money became a "lifeline," according to city officials, enabling the municipality to maintain it aging infrastructure.

The fiscal collapse of several cities in California caught the bond markets off guard. Over the past year, Moody's, S&P and others have been taking a much closer look at why cities that didn't outwardly look like major credit risks suddenly got on fast tracks to Chapter 9. For the most part, there's no reason to expect a deluge of bankruptcies. But for Petek and others, there are good reasons to drill deeper into what's really been going on with the finances of Golden State municipalities.

China's Long March 3C lofts another Compass-G into orbit ...

The Chinese were back in action on Thursday, launching the sixth Compass-G satellite into orbit via their Long March 3C (Chang Zheng 3C)?launch vehicle. The 15:35 UTC launch from the LC2 launch complex of the Xichang Satellite Launch Center, in Sichuan Province marked 15th successful orbital launch this year for China.

China Launch Again:

According to information acquired by nasaspaceflight.com, the new satellite will probably be located at 110.5 degree East on the geostationary orbit, replacing one of the original Beidou-1 satellites (Beidou-1C) that is approaching ten years in orbit.

The Compass Navigation Satellite System (CNSS) is China?s second-generation satellite navigation system approved by the Chinese government in 2004, and is capable of providing continuous, real-time passive 3D geo-spatial positioning and speed measurement.

The long-term goal is to develop a global navigation satellite network similar to the GPS and GLONASS by 2020 eventually consisting a constellation of 35 vehicles, including 27 MEO (21,500 km orbits) satellites,?three IGSO satellites (inclined at 55 degrees) and?five GSO satellites.

The system will be dual use, based around?a civilian service that will?provide an accuracy of 10 meters in the user position, 0.2 m/s on the user velocity and 50 nanoseconds in time accuracy; and the military and authorized user?s service, providing higher accuracies. The first phase of the project will see the coverage of the Chinese territory but in the future the Compass constellation will cover the entire globe.

Developed from the?DFH-3B satellite platform, the Compass-G satellites orbit the planet on geostationary orbits and have a lifespan of 12 to 15 years. The satellites transmit signals on the: 1195.14-1219.14MHz, 1256.52-1280.52MHz, 1559.05-1563.15MHz and 1587.69-1591.79MHz, carrier frequencies.

The previous Beidou-2 ?Compass? launch took place on September 18th, 2012, when a Chang Zheng-3B/E orbited the Beidou-14 ?Compass-M5? (38874 2012-050A) and the Beidou-15 ?Compass-M6? (38775 2012-050B) satellites. The previous Compass-G orbited was the Beidou-11 ?Compass-G5? launched on February 24th, 2012.

DFH-3B is an updated version of DFH-3 bus, a communications satellite bus whose capability is between high and medium ones. It adopts hexahedral structure, consisting of propulsion, service and communication modules, communication antennas and solar arrays and adopts 3-axis stabilized attitude control.

Its dimensions are 2200mm ? 2000mm ? 3100mm, and its mass is 3,800 kg with a payload mass of 400 kg to 450 kg. This satellite bus is applicable to communications and navigation satellites and deep space probes through adaptive modification.

This was the eight flight of the CZ-3C Chang Zheng-3C launch vehicle that is primarily used for launching satellite to Geostationary Transfer Orbit (GTO).

This rocket was developed to fill the gap between the CZ-3A Chang Zheng-3A and the CZ-3B Chang Zheng-3B, having a payload capacity of 3,800 kg for GTO. This is a three stage launch vehicle identical to the CZ-3B but only using two strap-on boosters on its first stage.

CZ-3C provides two types of fairing and two kinds of fairing encapsulating process and four different payload interfaces, which is the same as CZ-3B launch vehicle. The various fairing and interface adapter and the suitable launch capacity make CZ-3C a good choice for user to choose the launch service.

The development of the CZ-3C started in February 1999. The rocket has a liftoff mass of 345,000 kg, sporting structure functions to withstand the various internal and external loads on the launch vehicle during transportation, hoisting and flight.

The rocket structure also combines all sub-systems together and is composed of two strap on boosters, first stage, second stage, third stage and payload fairing.

The first two stages as well as the two strap on boosters use hypergolic (N2O4/UDMH) fuel while the third stage uses cryogenic (LOX/LH2) fuel. The total length of the CZ-3C is 54.838 meters, with a diameter of 3.35 meters on the core stage and 3.00 meters on the third stage.

On the first stage, the CZ-3C uses a DaFY6-2 engine with a 2961.6 kN thrust and a specific impulse of 2556.2 Ns/kg. The first stage diameter is 3.35 m and the stage length is 26.972 m.

Each strap on booster is equipped with a DaFY5-1 engine with a 704.4 kN thrust and a specific impulse of 2556.2 Ns/kg. The strap on booster diameter is 2.25 m and the strap on booster length is 15.326 m.

The second stage is equipped with a DaFY20-1 main engine (742 kN / 2922.57 Ns/kg) and four DaFY21-1 vernier engines (11.8 kN / 2910.5 Ns/kg each). The second stage diameter is 3.35 m and the stage length is 9.470 m.

The third stage is equipped with two YF-75 engines developing 78.5 kN each and with a specific impulse of 4312 Ns/kg. The fairing diameter of the CZ-3C is 4.00 meters and has a length of 9.56 meters.

The typical flight sequence of the CZ-3C for a standard GTO mission starts at T-0s with the ignition of the first stage engine and the two strap on boosters. Pitch over maneuver comes at T+10s. The strap on boosters end of ignition takes place at T+127.5s followed by boosters separation at T+129.0s.

First stage shutdown takes place at T+145.2 s, followed at T+146.7s by the first stage separation and ignition of the second stage. Separation of the fairing happens at T+258.7s. Second stage main engine shutdown takes place at T+328.0 s and second stage vernier shutdown occurs five seconds latter.

The separation of the second stage and the first ignition of the third stage take place at T+334.0s. This first ignition will last for 5 minutes and 16.6 seconds, ending at T+650.6s. After the first shutdown of the third stage the vehicle enters on a coast phase at T+654.1s, which will end at T+1323.2s with the second ignition of the third stage. This will end at T+1474.9s, beginning the velocity adjustment maneuver that lasts for 20 seconds.

Spacecraft separation occurs at T+1574.9s.

The first launch of the CZ-3C Chang Zheng-3C launch vehicle took place on April 25, 2008 when it orbited the first TL-1 Tianlian-1 tracking and data relay satellite.

The Xichang Satellite Launch Centre is situated in the Sichuan Province, south-western China and is the country?s launch site for geosynchronous orbital launches.

Equipped with two launch pads (LC2 and LC3), the centre has a dedicated railway and highway lead directly to the launch site. The Command and Control Centre is located seven kilometers south-west of the launch pad, providing flight and safety control during launch rehearsal and launch.

Down range Tracking and Control stations of the launch center are located in Xichang City and Yibin City of Sichuan Province, and Guiyang City of Guizhou Province. Each of them houses tracking and measurement equipment for the powered phase of a launch vehicle flight.

Other facilities on the Xichang Satellite Launch Centre are the Launch Control Centre, propellant fuelling systems, communications systems for launch command, telephone and data communications for users, and support equipment for meteorological monitoring and forecasting.

During 1993-1994 Xichang underwent extensive modernization and expansion, in part due to the requirements of the CZ-3 launcher family and in part to meet commercial customer needs.

The first launch from Xichang took place at 12:25UTC on January 29, 1984, when the CZ-3 Chang Zheng-3 (CZ3-1) launched the Shiyan Weixing (14670 1984-008A) communications satellite into orbit.

Internal audit controls evaluate the ERM or enterprise risk management to find out whether the management of a particular business, company or corporation is effective & efficient. The ERM is a broad, yet, coordinated & structured approach that can monitor any presence or potential for any even that may occur. The ERM is moreover used to make sure that any response to that event is immediate & can assist stave off any unfortunate events that may or may not affect said entity.

In every organization, there is someone or a team of individuals who will make sure that this ERM is successful for this is part of the operations management. To be able to manage any foreseen or unexpected events will assure anyone & everyone within that organization.

There are software risk management available commercially for those younger organization that may still be in the process of setting up their effective ERM teams yet the older organization may have their own developed specifically to answer the needs & requirements of the organization.

Some of the roles that the ERM teams should work on include the assurance that any perceived or potential risks are evaluated correctly, that the approach to correct the potential risk is designed to be effective, that the process to meet the risks are done properly, that the risks are not only evaluated by are reported to the key management teams & that any method used to meet the risks can be evaluated for better future management methods.

The ERM is not supposed to simply settle any potential or met risk, neither is it supposed to impose on any measures which may not be suited for all concerned. The ERM is supposed to provide the board & the management of any corporation that any risks are met accordingly, & if there is any question on what risk management is to used, the board & management can assist provide the appropriate method to correct the risk. The teams in charge of the ERM should not have the authority to implement any responses of methodologies that will address the risk on behalf of the board & management, yet are instead directed by the higher authorities so they are not held accountable.

The ERM is supposed to work for the behalf of the corporation & their current & potential clients & customers. The only way this can happen is if the risk management methodologies are within the confines of what is legal.

Kids' mountain bike program likely the first of many in Old Town ...

Ten children in Old Town learned the joys of mountain biking during a monthlong program for grades 4-8 that ran mid-September through mid-October.

The program was made possible by a first-of-its-kind collaboration of three Maine-based organizations: Old Town Recreation, Maine Winter Sports Center and the Bicycle Coalition of Maine.

?They were very excited to just go out and experience the outdoors,? said Kevin McPhee, director of Old Town Recreation, which hosted the program. ?We have a river trail here in the Old Town-Orono area that goes along the Stillwater River. It?s just a beautiful bike trial, and they were able to experience that on a couple of occasions.?

Biking in the mud was their favorite part.

?They usually came back and had mud up their backs and huge smiles,? McPhee said. ?Their parents would come to pick them up and just shake their heads and smile.?

Healthy Hometowns, the community development program of the Maine Winter Sports Center, provided mountain bikes and helmets for participants, as well as training and curriculum for leaders.

?The focus of this program was on experiencing the lifelong, active outdoor pursuit of mountain biking,? said Central Maine Healthy Hometowns coach Lauren Jacobs. ?Kids had a blast exploring the trails, getting muddy and becoming skilled bikers.?

In April, L.L.Bean announced a $1 million donation to Healthy Hometowns to expand the program into a year-round, statewide effort. This donation coincides with L.L.Bean?s mission to get more children outdoors during their 100th anniversary year and beyond.

?In the past, Healthy Hometowns has been primarily cross-country ski-oriented and mostly in the County, up in Aroostook,? Jacobs said. ?With the funding in April, we can go statewide and year-round. This is the first time we?ve had equipment to use in other regions.?

The funding is providing staff, training and resources for Healthy Hometowns expand its focus to outdoor activities such as paddling, hiking, mountain biking, orienteering and camping.

So far, the donation enabled Healthy Hometowns to purchase 20 mountain bikes, three boat trailers of kayaks, and expand their ski collection to approximately 1,500 sets of skis. The program ?coaches? have started spreading out across the state, and the equipment supply will continue to grow over the next three years, Jacobs said.

The 10 children who participated in the Old Town mountain bike program gained skills and confidence through riding on local trails and fields and engaging in a variety of games and activities used to teach bike handling, shifting, braking, safety and navigating obstacles.

The Bicycle Coalition of Maine, a statewide cycling advocacy group, supported the initiative with a safety program for participants and program leadership by a coalition employee.

?Participants markedly improved their biking skills while getting great exercise and getting the opportunity to experience the great Maine outdoors as it was meant to be enjoyed,? McPhee said.

During the summer, Healthy Hometowns and Old Town Recreation worked together to provide kayaking and biking opportunities to summer camp participants. And this winter, the two organizations will work together for the third year to offer a youth cross-country ski program in conjunction with the Penobscot Valley Ski Club.

?This will be an ongoing effort,? McPhee said. ?We look forward to doing this spring, summer, fall and winter. We look forward to partnering with them each season to provide a different activity.?

Healthy Hometowns trailers filled with cross-country skis and snowshoes will travel throughout the state all winter to give children the chance to experience winter sports. Several schools in the Bangor area have booked the equipment, including schools in Winterport, Hampden, Bangor and Dover-Foxcroft.

?We are really focused on winter right now, planning winter sports, getting out calendars filled up and getting ready to do our ski weeks,? Jacobs said. ?But it won?t be long before we start thinking about spring and getting programming lined up. We already have a couple of requests ? Milo has already scheduled the mountain bikes for their outing club members for some time in May.?

A technique that puts one woman?s nuclear DNA into another woman?s donor egg cell may be feasible for correcting inherited diseases caused by faulty cellular power sources. The technique has already produced healthy baby rhesus monkeys, and now it raises the possibility of preventing mitochondrial diseases in thousands of people each year.

Mitochondria, energy-producing organelles inside cells, carry circles of DNA important for the power plants? function. Mutations of the mitochondrial DNA, which is passed to offspring directly by their mothers, can cause diseases that often affect energy-greedy organs such as the brain, heart, muscles, pancreas and kidneys with varying severity. An estimated 1,000 to 4,000 U.S. babies are born each year with mitochondrial diseases.

Swapping the nucleus, the cellular compartment where chromosomes are housed, from an egg with mutant mitochondria into one containing functional power plants could stop those diseases from happening in the first place. Offspring would inherit healthy mitochondria from the egg donor, while the rest of their genetic makeup would come from the mother and father.

Researchers led by Shoukhrat Mitalipov, a reproductive and developmental biologist at Oregon Health & Science University in Beaverton, previously demonstrated that the technique works with rhesus monkeys. Now the team has succeeded in transferring the nuclei of unfertilized human eggs into donor eggs and then fertilizing those eggs to create embryos that produce embryonic stem cells, the team reports online October 24 in Nature. Short of actually transplanting the embryos into women to grow into babies, stem cell production is the clearest sign that the embryos are normal.

Performing the transfer procedure in the United States for women who carry faulty mitochondria, and implanting resulting embryos in the womb, will require approval of the federal Food and Drug Administration, which oversees clinical trials involving gene therapy.

Although the experimental therapy requires transfer of a nucleus into an egg, as human cloning would, it does not raise the same ethical concerns as human cloning, says Josephine Johnston, a research scholar at the Hastings Center, an organization in Garrison, N.Y., that examines the ethics of biological research. ?To me it?s not human cloning,? Johnston says. ?It?s not the creation of an individual who is genetically identical to an existing person.?

Not everyone is comfortable with the technique because children would carry DNA from three parents ? a set of chromosomes each from the mother and father, and mitochondrial DNA from an egg donor. ?Any time reproduction is proposed to take place in a novel way, some people get nervous,? Johnston says. But if the technique is safe, she says, she sees no major ethical concerns barring it from reaching the clinic.

Rhesus macaques produced using the technique are now healthy 3-year-olds, Mitalipov and his colleagues report. ?They are as normal as they can get,? he says.

Human eggs proved trickier to work with than those from monkeys, the researchers found. About half of zygotes created by fertilizing eggs that had undergone the nuclear transfer were abnormal.

That result doesn?t surprise Mary Herbert, a reproductive biologist at Newcastle University in England. ?The unfertilized egg has the complex task of remaining poised in readiness to halve its DNA content upon sperm entry. Given the biological complexities associated with maintaining this state, we have always held the view that manipulation of the egg at this stage would be rather precarious,? she said in a statement on behalf of her research team.

Previously, Herbert and her colleagues had performed a similar technique using fertilized human eggs, extracting and transferring the ?pronuclei? ?the nuclei from the parents? egg and sperm before the two have fused ? into healthy donor eggs. Using fertilized eggs reduces the risk of abnormal fertilization, she says.

The Oregon researchers have tested that method in macaques without success, Mitalipov says. ?Embryos fail early and no pregnancies established,? he said of his groups? unpublished experiments. The failure may be due to drugs applied to the cells to make the technique work.

But transferring nuclei in unfertilized eggs shows promise, and Mitalipov hopes to win FDA approval for human clinical trials. ?The FDA has been slow to respond,? he says. ?Meanwhile, every year, thousands and thousands of children are born with mitochondrial diseases, so we?d like to hurry up.?

Thousands without power in West Michigan after storms roll through, Consumers Energy says

OTTAWA COUNTY, MI ? More than 2,500 Consumers Energy customers are without power in Ottawa County, making it the hardest-hit in West Michigan after a line of strong storms moved through the area.

In all, more than 3,200 Consumers customers are without power after periods of torrential rain and high winds rolled through West Michigan.

Consumers spokeswoman Mary Kulis said Kent County was the next hardest hit, with nearly 400 customers without power.

Kulis said 185 customers are in the dark in Barry County, with 117 in Muskegon County and 21 in Allegan County.

No outages have been reported in Ionia County, Kulis said.

Ottawa County's outage is attributable to a 46,000-volt power line outage, Kulis said. She could not immediately confirm if that outage was weather-related.

Kulis said Consumers crews are out addressing outages, and said there is no estimated restoration time for those affected.

Rumor: Mac mini refresh to conincide with iPad Mini launch

With news the purported unveiling of the iPad Mini is set for Oct. 23, accompanied by a 13-inch Retina MacBook Pro, it appeared the Apple rumor mill might finally get a breather.

That's apparently not the case as new reports surfaced Tuesday indicating Apple may have a few more - miniaturized - surprises up its sleeves.

In addition to the all-but-confirmed iPad Mini, sources say Apple plans to introduce refreshed Mac minis with more storage and better processors than their predecessors alongside the new tablet.

Apple doubles down on Minis

9to5Mac reported its sources are pointing to a simultaneous reveal of the new Mac minis with the iPad Mini next Tuesday, with the minis available for sale immediately after the announcement.

There will supposedly be three new versions of Apple's small form factor computer, all of which will apparently include USB 3.0 along with new chipsets.

Two of the Mac minis will come with standard configurations, though different storage size and processor power will set them apart, while the third mini will reportedly run OSX Server.

The Mac mini hasn't seen a true upgrade since the last iteration arrived in 2011, so it wouldn't be entirely out of the question for Apple to introduce a new version just in time for the holidays to be compatible with the iPhone 5, iPad Mini, and 13-inch MacBook Pro with Retina display.

Launching a tablet and new computers just ahead of Microsoft's Windows 8 and its consequential devices would certainly take a bit of wind out of the Softies sails.

Until more concrete information arises from Cupertino, we'll just have to wait and see which of these rumors actually pans out.
